What the state owes

Most of it is owed to the World Bank and to Liberia's own central bank, and in the first half of 2026 it was the one bill the government paid beyond its allotment.

The Ministry of Finance and Development Planning reports the public debt in its debt management reports: once a year, and every quarter since the end of 2025. Each report prints the dates before it again, and not always at the same figure. Liberia Ledger keeps every printing. The charts draw each date on its latest one, and set the IMF's own count beside the ministry's, never in place of it and never averaged with it.
